A newly updated construction permit appears to confirm that Universal Orlando is preparing an expansion for the Wizarding World-themed area at its newly opened Epic Universe theme park.

As we reported last month, the permit, originally filed on November 7, 2025, outlined plans for “site utilities and foundation work” tied to a new 150,000-square-foot structure at Epic Universe’s address. That filing has now been updated to include “Located within Area P905” in the description. “P905” stands for Project 905, the code name for Epic Universe’s Wizarding World of Harry Potter – Ministry of Magic.

The permit does not describe any specific use; however, the size of the structure has drawn interest from industry watchers. A building of this scale could easily house a major ride. For comparison, the shared show building for Harry Potter and the Battle at the Ministry and Le Cirque Arcanus measures about 173,000 square feet, while Monsters Unchained: The Frankenstein Experiment sits at roughly 94,000 square feet, based on Google Earth measurements.

In addition to the permit now specifying which themed area the new structure belongs to, as we’ve previously reported, the building’s footprint closely matches an undeveloped expansion site located behind the Wizarding World of Harry Potter – Ministry of Magic, illustrated in the image above. This plot is located directly across from Bar Moonshine.

The aerial photo above from Bioreconstruct provides an even clearer view of the expansion site. Epic Universe was once expected to debut with another Wizarding World attraction, though that project was reportedly cut from the park’s opening slate.

Following the initial filing, Universal Orlando’s Vice President of Public Relations, Alyson Sologaistoa, told the Orlando Business Journal that the resort is “preparing for some exciting additions to Universal Epic Universe in the future,” noting that “details about specific developments will be shared in due time.”

Universal has not revealed specifics about the new development, but industry experts believe the company could be looking back at an early attraction concept.

Alicia Stella of OrlandoParkStop.com, who is known for closely following Universal projects, has pointed to plans for a flying broomstick ride that had once been considered for Epic Universe. Unlike earlier concepts that relied on VR, this version would use a tracked system and physical sets.

Stella also cites a Universal patent for a suspended ride vehicle that resembles a broomstick-style design (pictured above), along with a newer Mack Rides patent that blends trackless movement with coaster segments (pictured below). Mack Rides’ approach would allow a single attraction to operate in two distinct modes.

Universal has not confirmed any of these concepts, nor has the company stated whether the new building will contain a ride or another type of experience. Still, the scale of the construction and its direct location within the park’s Ministry of Magic-themed area have fueled speculation that a major new addition to the Wizarding World may be on the way.
