Orange County, Florida, officials are preparing to take another look at the proposed Orlando Surf Park development after denying it late last year.
Plans call for a 44-acre sports and leisure complex centered around a 9-acre surf lagoon. The development would also include beach volleyball courts, cabanas, a restaurant, a bar, retail space, live entertainment, and other amenities.
The county rejected the proposal in December 2025 after identifying issues related to the project’s potential impacts. Those concerns included landscaping and sidewalk conflicts, roadway and intersection issues, fire safety requirements, and environmental impacts.
The project is proposed for 7902 Avalon Road in Horizon West, a master-planned community located north of and west of Walt Disney World. The area is primarily residential, with most of its businesses focused on retail, dining, and entertainment geared toward serving residents. This places the development outside the county’s tourist hubs.
The area also lacks the major roadways and infrastructure needed to accommodate the potential influx of traffic that could come with an attraction of this scale.
The proposal is now returning to Orange County’s Development Review Committee, where the applicant, Bake & Hostetler, LLP, is seeking direction on proposed design standards and provisions under the county’s Adaptive Project Framework. The committee is scheduled to discuss the proposal at 9 a.m. on Wednesday, September 23, 2026.
