The district that oversees Universal Orlando is in formal discussions with Elon Musk’s The Boring Company over a potential transportation system connecting its properties.
Shingle Creek Transit & Utility Community Development District, a public entity established by Universal to address infrastructure needs, met on Wednesday, February 11, 2026, to evaluate selecting a vendor for a new transit agreement.
The proposed effort centers on providing “design, build, operation and maintenance services” for a “point-to-point innovative transportation project,” with the contract spanning 25 years, according to the Orlando Business Journal.
Board members considered proposals from three groups during the meeting—V2R Transportation, The Boring Company, and Sunshine Connection Partners—according to the Orlando Sentinel. Each was assessed on how well their approach aligned with the district’s long-term infrastructure vision, including workforce capability and experience delivering projects of similar scope. The Boring Company was ultimately named as the preferred partner.
Founded by Musk in 2017, The Boring Company specializes in infrastructure and tunnel construction, including projects like Nevada’s Vegas Loop, where Tesla vehicles shuttle passengers through underground routes.
The district’s board leadership emphasized that additional work remains before any construction can begin. Approval at this stage allows formal negotiations to proceed, during which the project’s cost and scope will be evaluated.
According to a report by local news network News 6, a representative from Glydways, part of the Sunshine Corridor Partners, confirmed the proposed scope centers on linking Universal’s theme parks and CityWalk to ease traffic and improve access across the resort. That would involve infrastructure improvements connecting Universal Orlando’s north (main) campus with its new south campus, home to Epic Universe.
The two campuses are not directly connected, and travel times can fluctuate due to surrounding roadway congestion, which can sometimes double during peak periods. Currently, Universal transports guests between locations by bus, utilizing dedicated bus lanes along portions of the route to enhance efficiency.

This is a horribly stupid move on Universal’s part. Have they not heard that the only other project Boring company has done in Las Vegas is a complete failure? Not to mention the optics of entering into business with one of the most hated men in the world. I mean he’s even in the Epstein files begging to go to his island. This is just so very stupid.
