Is Volcano Bay a water park or a theme park?

Universal Orlando brands Volcano Bay as a “water theme park” and often refers to it as a theme park. However, it is not a traditional (dry) theme park, but rather a themed water park like Walt Disney World’s Typhoon Lagoon and Blizzard Beach.
