Is Volcano Bay a water park or a theme park?

Universal Orlando brands Volcano Bay as a “water theme park” and often refers to it as its third theme park. Volcano Bay is not a standard/dry theme park. Rather, it’s a themed water park, like Walt Disney World’s Blizzard Beach and Typhoon Lagoon.
